This is Taracticus octopuntatus. As far as I can tell those silvery spots on the lateral abdominal segments are diagnostic in the east. There are two other species (paulus and ruficaudus) in this genus in California and Arizona. I doubt they are spotted considering this name choice. Flies in June, July and August in Michigan where it is said to occur in mixed woodlands and brushy pastures. Bob found this one in his yard in Newton county. I have not seen one in AR.
