This is a Soldier Fly of the family Stratiomyidae. About 260 in the US and most do not look like this. Some have significant sexual dimorphism. This is likely a member of the Ptecticus genus and they are lighter then the general Soldier. About 4 species in this genus. Larvae in the family live in a variety of aquatic situations and in decaying plant material. They have a characteristic wing venation that separates them in hand. Distinctive greens and golds in this species.
