Slaty Skimmer Libellula incesta

One of the commonest dragonflies in low wet areas and swampy woodlands in Arkansas. A dark purple, blue and black dragon in the male form. Sometimes with some darkening of the wingtips. Juveniles have definite dark tips. Perches on stems and tall plants near water in swampy habitat and open water edge habitat. Smaller than the Great Blue Skimmer which likes similar areas.
